I've made dulce de leche a few times. I take a can of sweetened condensed milk, remove the label and put in SV at 85°C (185°F) for 13 hours. You can also put it in a clean canning jar, lid finger tight and cook for 14 hours or until it reaches the color your want. Here is a

If you have canned condensed milk (sweet one) you can make a "sous vide" improvisation with only the can of milk. It is my duty to say that I am not fully aware of the safety of this process I just saw it once in a demo made by an Italian buddy

If you start with sweetened condensed milk, then you should try pressure cooking.

I've found that emptying the can into a sous vide bag and cooking at 95C for 6 hours yields the best result. Even better than boiling the can the traditional way. The texture is smoother and you can control the color easily, since you can see it.
