I assume the chickpeas are from a can or precooked, the recipe is not clear.  Otherwise the "firm chickpeas" would definitely "add textural intrigue".

Either works perfectly well, there is no difference in the end dish if you peel them(assuming you don't destroy them should you decide to cook them yourself). We will have a sous vide chickpea recipe out soon.
