White Bones!

How do i go about getting for example the bones off a rack of lamb very white?..

What i want to do is take them off the loin , scrape the meat off the bone and re use it for a lamb application

Do i soak the bones in some sort of solution? if so what is it?

Peel and scape the bones clean and once cooked in an oven you will get them very white.  It is hard to explain, but once shown (and 10-15 racks later)  you will be able to do it in your sleep.  It is a messy job and you will get a hand towel or two covered in lamb bits. 

As a person with a broad Australian accent (or the only person in the room without an accent as I prefer) when I was working in a fine dining restaurant I would usually have the racks of Australian (and NZ) lamb thrown my way with a "These are friends of yours get to know them."  Cleaning 40+ racks at once is not the most fun one can have.
