What is the best temp/time to sous vide a whole bone in prime rib? This is for restaurant service.

You just need to cook it to temp, so just use a waterbath set a degree or so higher than your desired doneness and take it out when it reaches temp.
How do you plan on finishing it? If you want my opinion, I think an oven is a better way to go, something like

— I would suggest 58 °C and about 4 hours. But it will depend on the size of the prime rib, so probing the core temperature to double check that you've reached the correct temperature is important. And 58 °C will depend on your preference. That's towards medium doneness.

How would you go about making a ju for the rib? Would you use any drippings or prepare it separately?
