Stuff some dumpling wrappers with cold mashed potatoes.
put some oil in a very non stick pan (like the kind you can slide an egg around in without any oil) and grate a bunch of parmesan cheese onto it with your microplaner.
mix together a slurry of rice flour and a little bit of water, make sure the flour is dissolved, and be careful not to use too much water.
Put the dumplings in the pan and let them brown for a minute or so. Most of the browning will happen at the later stage.
poor in your slurry, making sure it spreads through out the pan.
cover and steam until the wrapper is cooked.
uncover and fry on medium heat until the water has evaporated.
once the rice flour skirt has crisped, make sure the entire piece is loose from the pan.
you should be able to slide it onto a plate with a paper towel on top. The towel absorbs some of the excess oil.
put a second plate on top of the first and flip them over so that when you serve, the skirt is on top.
That's it! i usually just eat them with some dark soy sauce with a little bit of hot sesame oil. Let me know if it works out for you.
