I suppose you could do that with a low concentration of the paraffin wax they used to use for canning and spray it on with like one of those mister canisters.

So it used to be possible to buy wax coated poprocks that wouldn't burst when they got wet—at least until the warmth of your mouth melted the wax coating. I haven't seen these on the market for years now (they were made by Balchem). But what you can do is coat poprocks in cocoa butter to achieve the same effect.

Only after giving them a waterproof coating can you get them into the ice cream without having them pop.

What kind of ice cream are you working with? The only way I've seen it done is to fold the pop rocks into chocolate and then chilling it and mixing that into an ice cream base so that the rocks are coated in fat and away from moisture.
