Douglas Baldwin's free guide is great. Modernist Cuisine and Modernist Cuisine at Home. Check out www.seriouseats.com. Jason Logsdon has some good books on Amazon for not much money ... I'm sure the pros here at CS have some recommendations and the community here is a wonderful resource!

That depends a lot on what you're looking for, imho. If you just want time and temps you really don't need to buy book. Read the douglas baldwin ebook and have a look at the sv stuff here at chefsteps.
For actual recipes i'd recommend under pressure or of course modernist cuisine, though that one is quite the investment.
