If you were trying to make smoked sugar, this is how I would go about it.
What you'll need:
-relatively narrow heat-proof container (metal or glass)
-smoking gun
-sugar
-wood of choice
-ignition source
(best done outside, or in a well ventilated area)
Put the tube of the smoking gun down to the bottom of the narrow container. Cover with sugar. Pack your smoking gun with wood and light. Run the smoking gun to permeate the sugar with the smoke, you may with to cover the mouth of the container with foil or plastic wrap to help keep the smoke in. Turn off when you're satisfied with the level of smokiness.
To make a syrup, check out ChefSteps'
simple syrup recipe
. Good luck.

comments/suggestions. If a smoking gun is unavailable, you can do this in any large saucepan or similar by lining it with foil and placing a bowl of ice in the center and a smaller bowl of the sugar on top of the bowl with ice. Surround the ice bowl with smoking chips and ignite via stove and/or torch, cover with lid (or foil) and let steep for 15-30 minutes at a time. Repeat 2-3 times.

Haven't tried smoking sugar, but I've made simple syrup with smoked water (and un-smoked white sugar) which turned out quite smokey-- a bit much in fact ...
