The absolute best way, imo, is to deep fry. 360-degres of carmelization in about a minute.
Barring that, a screaming hot pan with butter, thyme, and garlic, baste away.

Screaming hot Darto high carbon steel, add a little oil, add the steak, then add butter, herbs and garlic and baste, baste after 45 seconds to a minute flip and keep basting. Someone on here, sorry I forget who, said they use a baking steel heated to 500° , then put the oven on broil, cook for 30 to 45 seconds then flip and do the other side. I haven't tried that but it sounds good.

Sometimes I like to get my konro grill going with some sumi charcoal which burns very hot, put it on a net and blast it. Mostly I use a cast iron pan heated to the extreme like John says.
One of these days I'll try the deep fry method cause.... well, why not!?
People also use Searzall to get there as well.

Not sure this is the best way but it's how I did it this evening:
Get that pan really hot no oil in pan
Put a little salt and oil on your steak
and put those doggies on the pan. This might be a good time to open a window, let the fire department know what's going on, vent on high...
Sear until golden brown and delicious, add a little butter
Make a pan sauce, my sauce separated.
And serve
From the time I left the pub down the street to getting dinner on the table was 45 min.
I sous vide the steaks while I was at the aforementioned pub, 132*F x 2 hours
Came out quite nice, my target was medium rare. They were a touch over done. A little too long in the sear.

I found the best way for me is to pre-sear the steak before cooking, once cooked pat dry the outside of the steak and use a hot skillet with a small amount of oil. Then baste with butter
