Sure. It's hard to get even coverage though, since roasts are irregularly shaped and won't conform to the pan well when frozen. Deep frying comes in handy for this sort of thing, but requires some precautions.

I would rather pre-sear (on a charcoal grill) while the meat is frozen. That way I can get a really good sear without cooking the meat. I also like Brandon's suggestion of deep frying to get a good sear.

A torch is ideal for Roasts as shape does not limit access and tends to be less costly than deep frying (though if you can do that-whoa!). If not frozen, just put it in the freezer for a while (e.g. 30 minutes or so).
