Does Joule require an Internet connection?

I'm hoping to get a Joule when you release a 240VAC version. I Live in New Zealand and my Internet connection is delivered over wet string. It works well when it's running down hill with the wind behind it.

My question is are there any plans to release a software development kit so that I could write some software to control the Joule from a notebook or desktop computer?

You'll need WiFi for the initial setup, but after that you can connect via bluetooth to your phone. ChefSteps mentioned an SDK a while ago but it's not high priority for them.

Joule itself does NOT require WiFi to operate. Your phone/tablet will need some kind of Internet connection so that you can log in and pair with Joule over Bluetooth. After that, you can use Joule with Bluetooth only, no problem. Joule does require WiFi for software updates, however.
