When did they say that joule was going to be out by the end of 2016? On their support page, nothing has changed, so far as an estimate is concerned.

If you go back and re-read the post, you'd see what was written was "We hope to expand to international markets in 2016." Hoping to get something done by a certain time is no where near an actual release date. There were several hangups with getting the domestic version released which pushed that back some time. ChefSteps official update as of 4/15/17 states there is no update on the release. This information can be found here.

Of course that's not a release date. But if you officially communicate that there is a chance that you deliver something in 6 month and you are not able to it after 10 month, that's a sign of good product and/or project managaement.

If you fail to communicate things properly things are getting "worse and it's not easy to take them seriously. Why I think they fail on the communication side? Lots of dead threads in the forum. subscribing to the "keep me posted" list does result in zero communication.

For me it looks pretty much that they're not (anymore) interested in the international market

We're still working on it, and it's a high priority, but no firm ETA since doing business in the EU comes with a lot of complexity.

The discussions about the international version go over 2 years without any kind of a planned date.

Did Chefsteps have the strategy to reach the European market or not and when how looks the roadmap.
