technically, it is possible. Knowing the source, how it was handled etc would be ideal. Med rare hamburgers are not uncommon. FWIW

What is the source of the beef, how was/is it stored, and how are you cooking it?

Medium rare hamburgers are eaten in the United States every day, with little consequence. I’m not sure I would go to a grocery store and eat bought ground beef that rare. But you have some options... you can either find a source of beef you really trust, or you can grind the beef yourself. If you’re REALLY concerned, you can take a chuck roast and drop it in boiling water for 10 seconds before grinding. That will kill all the surface bacteria... I would be comfortable eat it raw, after that.
