I saw a video that utensils soaked in 20ppm bleach solution for cleaning.
how bout the ppm of the bleach solution you guys use in your kitchen for cleaning work surface/boards?

— We use a 0.4% solution of standard bleach, which has around a 6% concentration of hypchlorite ions (the active compound).

so the 10:1 ratio of water:bleach I was taught in high school biology is unnecessary, then...

— It depends on what you are trying to do. 0.4% bleach is adequate for wiping down tools and then using them. The 10:1 ratio is for heavy disinfection, and surprisingly there are organisms that can survive several minutes of soaking in a 10:1 solution (C. burnetti is one IIRC).

I suddenly recall that in school, our knife bucket ratio was "full bucket of water : 1 capful bleach."
