Re-constituting tomatoes

I want to re-constitute a bunch of roma tomatoes I freeze-dried last summer.  Do I need to re-constitute first in water or can I directly re-constitute in olive oil

If you want them to plump up you'll have to use water. If you look at the dried tomatoes you buy in the store they're oil packed and they don't plump.
