Any ideas out there to remove spice heat from chili other than diluting

If it is from "a" chilli, remove he membrane and seeds. If it's from a chilli dish (e.g. beef chilli), usually adding a cream product will help (e.g. sour cream). Heston's sour cream sorbet is a nice taming device :-) (make sure you sue low fat SC). The other challenge is to not dilute the flavors too much. For this, I would recommend a compound butter with the same non-hot spices that were used in the chilli. Heston also does this, but uses the chilli butter to bring up the amount of spice. Done the other way (without the heat) should still carry the flavors and lessening the heat (so not diluting per se). The blanched lime zest in the butter is a really nice touch.

They use a roto-vap at Alinea to remove the capcaisin from chiles; you are left with pure, vegetal chile flavor without any heat whatsoever. I think Achatz demoed the technique on one of Zimmern's shows a few years ago.

The compound butter added at the end will lessen the heat somewhat and provide a nice look. The sour cream is another nice option. Making a sorbet adds a nice contrast (of cold) to counter some of the heat. You may also consider making the sour cream a compound. All of these with added lime zest (can be served on the side but also as part of the compound butter) should help some. IMHO.
