It requires a smart phone or tablet with Wi-Fi or Bluetooth capabilities. It will communicate directly to the phone or tablet, without needing the internet as such. The only thing you will need the internet for is to initially download the application, and for any updates that may come along. You do not need the internet to run the joule, but you do need a smart phone or tablet that has Wi-Fi or Bluetooth capabilities, see the posts above for the specific requirements off Bluetooth and Wi-Fi.

Bluetooth/WiFi is not the same as requiring an Internet connection.
How are the phone apps/browser communicating with the Joule? Directly or via Internet? What if I only have a LAN (no Internet)?

The app that's running doesn't matter if the -
device
- does not support it.
Quick example; iPad 2 (

) can run iOS 8 - but - came with a Bluetooth 2.1+EDR chip.

Bluetooth low energy (LE), aka Bluetooth SMART 4.0/4.1/4.2 is supported by iOS (8.0 and above) and Android (4.4 and above) operating system versions. These are the required minimum versions capable of running the app.

Keep in mind that Joule uses the Bluetooth LE
specification
and not all (older) devices are compatible with this newer standard. If the user does - not - have a Bluetooth LE compatible device, then Wi-Fi 2.4GHz (
b/g/n
) would need to be used for connection.

No, it will also work via Bluetooth.
