I want to loan the device to a family/friend. Are they going to need a phone app, computer, internet, technology to operate?

It is operated via the app, so yes it will require a device (phone or tablet) that can run the iOS or Android app. Personally, I have an old Android phone without a SIM card that I will have the app installed on just for such events.

They'll need an app they can download for free.

Hopefully, they'll invite you to dinner so you could actually set it up for them, go home and come back later on to eat. If they are not interested in having you over, then you could just tell them to download the app and you could go home.
