Can the upcoming 220v version be used on a 110v powerline?

I read the 110v can't be used on a 220v powerline without a hefty transformer. And even that's unsure - something todo with the hz being different (110v/60hz vs 220v/50hz). Just curious if the restriction is mutual or goes only one way.
