Can the tarts be frozen unbaked for future use?

YES! Absolutely. The bake time would need to be increased slightly though.
I would bet an extra 3-5 minutes would do the trick. They might even be better because you have the opportunity to heat the fresh jam filling less.

My daughter and I made them, and I can confirm that frozen unbaked are equally as good as freshly made and baked. I found the dough a pain to handle though, certainly not as supple as the video makes it out to be. Also from the video you wouldn't think mincing regular sticks of butter would be that hard, but just wait til you do it! I'll use a food processor to cut it next time, or shred it with a box grater. Overall though, they were a hit and we'll make again but with a few changes.

I recommend using a cinnamon roll filling type. Mount some brown sugar with butter until you form a paste and season this with some salt and fill as needed.
