When making more than 1 portion of the recipe how do I stop the dough from reaching 165 before im done incorporating all the little clumps of flour. Should I just cook it at a lower temperature for a bit longer until I've incorporated all the clumps? I tried making 2 portions at once and I think I cooked out too much water since my eclairs didn't puff as well. It reached a max temp 175 which is the upper limit of what was mentioned in the recipe.

If you're working with a large batch, I'd recommend mixing in the flour off heat (once the milk/water has come to a simmer) with a rigid wooden spoon or even a Danish dough whisk. This way, you can take your time working through most of the lumps before returning the pan to heat.
Yes, cooking out too much water could lead to less puffing. I'd try cooking to the lower bound of the temperature range (165) and see how things go from there.

The bread flour we used is King Arthur brand, which lists a protein content at 12.7%. By the label, we can assume approximately 13 grams of protein per 100 grams of flour.
