That's tough! I had no idea that the bleaching process is banned in New Zealand. Yes, adding cornstarch works to a degree, as long as your base flour is low enough in protein % (call it 8-9% ideally).
Did you end up trying the recipe with this adjustment?
Cake flour is not available here in New Zealand at all, sadly. I can't even order it from Amazon because it's not allowed in. Biosecurity. My only option is to add corn starch to APF. 🫤
Alas bleached cake flour is forbidden in the EU, but extra fine low protein ‘cake flour’ can be the substitute
I did use the bulk product and the cake was very moist and everyone loved it. I'm not sure what kind of rise I should have expected though. How high would you expect he cake to be? Thanks again for the recipe and earlier response. Loved the American buttercream frosting as well.
I tried out this recipe. I found the buttercream interesting - very much a hybrid between traditional buttercream and and ermine frosting. I wonder if I added the sugar/milk mixture a bit too early (my trusty thermometer tragically died the day before).I’m going to try it one more time. The cake was tall and tender. Thank you!

Yes, this brand (if that's the one you're referring to) should work. I developed this recipe with both Modernist Pantry and the bulk brand, and saw no major differences.

I see that glycerol monostearate is sold in bulk as a supplement on Amazon that is much less expensive than the Modernist Pantry GMS. Would that work in these recipes? Thanks.
