Does the Joule (thick film) have less problems with scale buildup in hard water than coil based machines? Does it require any regular anti-scale maintenance like soaking/running in vinegar?

As with all circulators, it's a good idea to clean on a regular basis. see here -

Yes as Todd mentioned. Joule does require regular anti-scaling.
TL;DR: In a quart jar, 1 cup of water 1 cup of vinegar and set Joule for 140'F, when Joule is at temperature, job is completed.

A quick splash of white vinegar to the cooking water can prevent scale buildup not only in Joule but in the cooking vessel as well.
