New Editor Toolbar

At the recommendation of the Vanilla Forums folks, I've switched which plugin we are using for the formatting options - the Bold, Italic, etc. stuff right above the comment box. Rumor has it that it fixes the blank line entry problem on ipad, I'll have to confirm that. Let me know if you like it more or less than the old one.
