My Joule App is set to 95 degrees and also indicates the actual temperature to be at 95 degrees, but my Thermoworks instant read thermometer registers the water at only 93 degrees with or without a plastic wrap cover to retain the heat.

I used my instant read to check the water temp a couple days ago to see how accurate the temp was of the water vs the Joule read-out. It was spot on. And I mean spot on. So maybe you're thermometer needs to be calibrated?

Test both with ice water. Also test your probe in boiling water. If one of them is two degrees off, that's a problem and should be recalibrated.

I've done the same tests and like the others, mine was accurate. If you're Joule in fact needs calibration, perhaps contact customer support via the Joule app.

I tested mine today with a certified calibrated Thermoworks ThermaQ, both thermocouples registered within .02 of one degree at 100 °F and again at 150 °F. I would suggest making sure your thermometer is calibrated and check again.
